After an extensive consultation effort with campus constituencies and a Meet-and-Confer process with our collective bargaining units, the final Time, Place and Manner of Free Expression Policy D-19 is now in effect. It replaces the Interim Policy that had been in place since 2015.
Consistent with similar policies at public universities around the country, the purpose of this policy is to facilitate the effective use and enjoyment of the University’s property as an educational institution.
This policy outlines the use of facilities by campus departments, student organizations and off-campus groups, and provides guidance as to when, where and how (time, place and manner) to display or distribute published materials, chalking, posting of signage, distribution of printed materials and allowable levels of amplified sound. Also included in the policy are resources for how to reserve space and equipment, and how to obtain assistance from campus personnel in support of various events.
As emphasized throughout the policy, Fresno State is committed to free expression as essential to its educational mission. The University is also committed to enabling recognized student organizations, University-affiliated groups and the public in hosting a variety of events on campus to supplement and enrich the educational experience.
We recognize, however, that some events may disrupt the orderly operation of the University and/or can raise significant security or safety concerns. By complying with this policy, we will help ensure the safety of our campus community while protecting First Amendment rights of those who wish to participate in events hosted on University property, and protecting Academic Freedom at Fresno State as defined by the 1940 Statement on Academic Freedom of the American Association of University Professors and APM 103.
